REPORT OF POSTING OF AGENDA: Agenda available for public access at the City Hall exterior bulletin board (west side of Council Chamber) and the Planning Services counter by 4:00 p.m. on Thursday, May 20, 2010. Pursuant to G.C. Section 54957.5 the designated office for inspection of public records in connection with the public meeting of the Planning Commission is the Office of the City Clerk, City Hall, located at 3200 East Tahquitz Canyon Way, Palm Springs, California.
It is the intention of the City of Palm Springs to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, or in meetings on a regular basis, you will need special assistance beyond what is normally provided, the City will attempt to accommodate you in every reasonable manner. ACCEPTANCE OF THE AGENDA: The Planning Commission will discuss the order of the agenda, may amend the order, note abstentions and request Consent Calendar items be removed from the consent calendar for discussion.
PUBLIC COMMENTS: This time has been set aside for members of the public to address the Planning Commission on Consent Calendar and other agenda items; and items of general interest within the subject matter jurisdiction of the Commission. Please note that the Planning Commission is prohibited from taking action on items not listed on the posted agenda. Three (3) minutes is allowed for each speaker. Testimony for Public Hearings maybe offered at this time or at the time of the hearing.
1. CONSENT CALENDAR:
1A. Minutes of April 7, 2010 and April 28, 2010.
Recommendation: To approve, minutes of April 7, 2010 and April 28, 2010.
1B. Case 3.2795 SFR - A resolution denying a revision for a rooftop deck for a previously approved single-family residence located at 587 Camino Calidad, Zone R-1-A, Section 22. (Project Planner: David A. Newell, Associate Planner)
Recommendation: To approve, resolution of denial.
1C. Case 5.1168 CUP Time Extension – A request by Indian Vegas LLC, (Palm Springs Gardens) for a one-year time extension for a previously approved 44,000 square foot commercial retail center located at 3801 North Indian Canyon Drive, Zone C-1, Section 34. (Project Planner: Glenn Mlaker, AICP, Assistant Planner)
Recommendation: To approve a one-year time extension from June 25, 2010 to June 24, 2011, subject to revised engineering conditions.
1D. Case 5.1056 PD 314 Time Extension - A request by Palm Canyon 102, LP, for a one year time extension for a previously approved mixed-use project located at 850 – 990 South Palm Canyon (south of Mesquite Avenue), Section 23, Zone PDD 314. (Project Planner: Edward O. Robertson, Principal Planner)
Recommendation: To approve, one year time extension from July 12, 2010 to July 11, 2011, subject to the revised engineering conditions.
1E. Case Eng. R-10-01 - A request by Palm Springs Unified School District and Wessman Holdings, for the vacation of the existing alignments of Field View, Foster Vista and Chase Place.
Recommendation: That the Planning Commission determines the vacation of Field View, Foster Vista and Chase Place is consistent with the Palm Springs General Plan.
1F. Case 3.2633 MAA – A request by architect Mike McAuliffe agent for Palmview Holdings, for a renovation of an existing hillside property to include changes to roof lines, windows, and repaint at 1595 North Rose Avenue, Zone R-1-A, Section 10. (Project Planner: Glenn Mlaker, AICP, Assistant Planner)
Recommendation: To approve, Case 3.2633 MAA.
2. MISCELLANEOUS:
2A. SP 10-004 AMND (Escena Golf Club) – A request by Temeka Sign Company for an amendment to a previously approved sign program located at 1100 Clubhouse View Drive, Zone PD 231, Sections 7 & 18. (Project Planner: Glenn Mlaker, AICP, Assistant Planner)
Recommendation: To approve the amendment to Sign Program 10-004, subject to Conditions of Approval.
2B. SP 09-001 AMND / HSPB 27 (El Paseo Building) – A request by Christopher Anthony Antiques for an amendment to a previously approved sign program located at 800 North Palm Canyon Drive, Zone C-1, Section 10. (Project Planner: Glenn Mlaker, AICP, Assistant Planner)
Recommendation: To approve the amendment to Sign Program 09-001, subject to Conditions of Approval.
3. PUBLIC HEARING:
3A. Case 5.1218-A ZTA - A City Council initiated text amendment to the Palm Springs Zoning Code, Section 93.22.00 “Medical Cannabis” changing the number of regulatory permits for medical cannabis collectives & cooperatives from two to three, and modifying the review criteria for permit applications. (Citywide) (Project Planner: Ken Lyon, Associate Planner)
Recommendation: That the Planning Commission adopt the draft resolution and recommend approval to the City Council.
PLANNING COMMISSION COMMENTS: This portion of the meeting is set aside for brief general comments and/or other issues of concern from members of the Planning Commission.
PLANNING DIRECTOR’S REPORT: This time is set aside for the Planning Director to update the Planning Commission on important items initiated by staff or members of the City Council.
ADJOURNMENT: The Planning Commission will adjourn to Wednesday, June 2, 2010, City Hall, Large Conference Room, 3200 East Tahquitz Canyon Way.
