Pursuant to the Government Code Section 54957.5(b)(2) the designated office for inspection of public records in connection with the meeting is the Planning Department, City Hall, 3200 E. CALL TO ORDER:

REPORT OF POSTING OF AGENDA: Agenda available for public access at the City Hall exterior bulletin board (west side of Council Chamber) and the Planning Services counter by 4:00 pm on Thursday, July 18, 2013. A posting of this Agenda can be found on the City’s website at: www.palmspringsca.gov. Pursuant to G.C. Section 54957.5 the designated office for inspection of public records in connection with the public meeting of the Planning Commission is the Office of the City Clerk, City Hall, located at 3200 East Tahquitz Canyon Way, Palm Springs, California.

ACCEPTANCE OF THE AGENDA: The Planning Commission will discuss the order of the agenda, may amend the order, note abstentions and request Consent Calendar items be removed from the consent calendar for discussion.

PUBLIC COMMENTS: This time has been set aside for members of the public to address the Planning Commission on Consent Calendar and other agenda items; and items of general interest within the subject matter jurisdiction of the Commission. Please note that the Planning Commission is prohibited from taking action on items not listed on the posted agenda. Three (3) minutes is allowed for each speaker. Testimony for Public Hearings maybe offered at this time or at the time of the hearing.

1. CONSENT CALENDAR:
The following routine matters may be acted upon by one motion. Individual items may be removed by the Commission for separate discussion at this time.

1A. APPROVAL OF MINUTES: JUNE 12, 2013 AND JULY 10, 2013
RECOMMENDATION: Approve.

1B. REQUEST BY TERRA NOVA INC. FOR A ONE YEAR TIME EXTENSION FOR EAGLE CANYON, A PREVIOUSLY APPROVED PLANNED DEVELOPMENT DISTRICT 317, TO CONSTRUCT 75 SINGLE-FAMILY RESIDENCES, 155 TOWN-HOMES AND AN ACTIVITY CENTER ON APPROXIMATELY 80 ACRES LOCATED ON THE WEST SIDE OF SOUTH PALM CANYON DRIVE AT BOGERT TRAIL, ZONE PD 317, SECTION 34 (CASE 5.1070 PD 317).
RECOMMENDATION: Approve a one-year time extension from July 3, 2012 to July 2, 2014.

2. PUBLIC HEARINGS:

2A. VARIANCE REQUEST BY GEGORY WILCOX TO REDUCE A REAR YARD SETBACK FROM FIFTEEN FEET TO TEN FEET FOR A GARAGE EXPANSION ON A HILLSIDE LOT AT 2288 SOUTHRIDGE DRIVE, ZONE R-1-A, SECTION 25 (CASE 6.529 VAR).
RECOMMENDATION: Approve, subject to Conditions.

2B. APPLICATION BY THE CITY OF PALM SPRINGS FOR A GENERAL PLAN AMENDMENT IN LAND USE CATEGORIES ELIMINATING CLOSED RANGES AND RETAINING DENSITY CAPS (CASE 5.1301 GPA).
RECOMMENDATION: Recommend approval to the City Council.



3. NEW BUSINESS:

3A. AMENDMENT OF A PREVIOUSLY APPROVED FINAL DEVELOPMENT PLANS FOR PLANNED DEVELOPMENT DISTRICT 301 TO CONSTRUCT NINETEEN (19) NEW SINGLE-FAMILY HOMES AT THE “ENCLAVE AT SUNRISE” LOCATED AT THE NORTHWEST CORNER OF SUNRISE WAY AND RACQUET CLUB ROAD. (CASE 5.1014 - PD 301 AMND).
RECOMMENDATION: Approve subject to conditions.

3B. PROPOSED MINOR AMENDMENT TO PDD 321 TO ESTABLISH UNIFORM DEVELOPMENT STANDARDS AND PROCEDURES FOR PROCESSING CHANGES FOR ALL LOTS IN PDD 321, “THE MORRISON”; SECTION 14 SPECIFIC PLAN (CASE 5.1082 PD 321).
RECOMMENDATION: Approve subject to conditions.

PLANNING COMMISSION REPORTS, REQUESTS AND COMMENTS: Brief general comments and/or other issues of concern from members of the Planning Commission.

PLANNING DIRECTOR’S REPORT: Update the Planning Commission on important items.

ADJOURNMENT: The Planning Commission will adjourn to 1:30 pm, Wednesday, August 14, 2013, City Hall, Council Chamber, 3200 East Tahquitz Canyon Way.
