Pursuant to the Government Code Section 54957.5(b)(2) the designated office for inspection of public records in connection with the meeting is the Planning Department, City Hall, 3200 E. CALL TO ORDER:

ROLL CALL:

REPORT OF THE POSTING OF AGENDA:  The agenda for this meeting was posted for public review at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter in accordance with applicable law. 

ACCEPTANCE OF THE AGENDA:  The Historic Site Preservation Board will discuss the order of the agenda, may amend the order, note abstentions and request Consent Calendar items be removed from the consent calendar for discussion. 

PUBLIC COMMENT:  This time has been set aside for members of the public to address the Historic Site Preservation Board on agenda items and items of general interest within the subject matter jurisdiction of the Board.  Although the Historic Site Preservation Board values your comments, pursuant to the Brown Act, it generally cannot take any action on items not listed on the posted agenda.  There will be three (3) minutes assigned for each speaker.  Testimony for Public Hearings will be taken at the time of the hearing.

1.       CONSENT CALENDAR:

1.A.    APPROVAL OF THE MINUTES: APRIL 14, 2015 MEETING.

 RECOMMENDATION: Approve the Historic Site Preservation Board Minutes of April 14, 2015.


 2.       PUBLIC HEARINGS:

 2.A.    AN APPLICATION FOR HISTORIC DISTRICT DESIGNATION OF THE    SANDCLIFF APARTMENT HOMES CONDOMINIUMS  (HSPB #93/HD-5).

 RECOMMENDATION:

 1)       Open the public hearing and take testimony.
 2)       Close the public hearing and adopt Resolution No. HSPB 93, recommending that the    
           Council approve Historic Disrict designation of the Sandcliff Garden Apartment
           Condominiums located at 1800 South Barona Road.

 3.       UNFINISHED BUSINESS:

            3.A.    HSPB / CC STUDY SESSION – 8.05 ORDINANCE REVISIONS

            RECOMMENDATION:  Direct staff to prepare the matter for a public hearing of the City Council
            with recommendation for approval by the HSPB. 

4.       NEW BUSINESS:

 4.A.    AN APPLICATION BY KEVIN MILLER & JIN SUK PARK, OWNERS, REQUESTING CLASS 1 HISTORIC SITE DESIGNATION FOR THE VILLAGE MANOR (A.K.A. “ORBIT IN”) LOCATED AT 562 WEST ARENAS ROAD, ZONE R-2 (CASE HSPB #95).

RECOMMENDATION:  Receive the historic resources report  dated February 2015, direct staff to arrange site inspections for Board members and continue the item to a noticed public hearing at the June 9, 2015 Historic Site Preservation Board Meeting.

4.B.    AN APPLICATION BY SAHAK HOVSEPIAN, OWNER, REQUESTING APPROVAL TO DEMOLISH ALL STRUCTURES ON A CLASS 3 HISTORIC SITE LOCATED AT 154 EAST OCOTILLO ROAD, ZONE R-1-C. (CASE 3.3874 MAA).

 RECOMMENDATION:  Take no action and allow the demolition to proceed. 

 4.C.    AN APPLICATION BY THE OPPENHEIMER PROPERTY TRUST, OWNER, REQUESTING APPROVAL TO DEMOLISH ALL STRUCTURES ON A CLASS 3 HISTORIC SITE LOCATED AT ROCK 2 / 4L IN SMOKETREE RANCH, ZONE R-1-A (CASE 3.3873 MAA).

5.       DISCUSSIONS: 

 5.A.    Debrief 2015 Preservation Month Event – Debrief of May 3 event (subcommittee Ploss, Dixon, Burkett)
