Building Permit and Review Fees

Fees Collected on Behalf of Coachella Valley Association of Governments (CVAG)
Local Development Mitigation Fee (LDMF) - Chapter 8.95
This fee is a component of the Coachella Valley Multiple Species Habitat Conservation Plan to acquire and manage conservation land and protect wildlife within boundary. This fee is assessed on all permits for new residential and nonresidential construction.

Transportation Uniform Mitigation Fee (TUMF) - Chapter 8.90
Established as a one-time impact fee assessed on all new developments and to any reconstruction or new use of existing buildings that results in a change of use and generates additional vehicular trips occurring within the Coachella Valley. The fee is applied to transportation-related capital facilities and infrastructure required to serve new growth including roads, streets, and highways. Low and lower-income developments are exempt.

Construction Tax - Chapter 3.94
In addition to any other fee(s), the city collects an additional tax on new construction. This fee is assessed for the construction of any new building or addition or trailer space in Palm Springs. Construction of an addition to an existing single-family dwelling, which construction does not exceed three thousand five hundred fifty dollars in valuation is exempt.

Building Standards Fee (SB 1473)
Health & Safety Code Section 18931.6 requires the City to collect a fee on all building permits for the purpose of carrying out the provisions of the State Building Standards Law and provisions of State Housing law that relate to building standards. The fee is used for the development, adoption, publication, updating, and educational efforts associated with green building standards.

Strong-Motion Instrumentation Program (SMIP)
Public Resources Code Section 2705 requires that the City of Palm Springs collect this fee for the purpose of administering the program and of acquiring strong-motion instruments used to obtain vital earthquake data for engineering and scientific communities throughout the state. The fee is assessed on all permits for new residential and nonresidential construction.
