Any construction work within City right-of-way requires an Encroachment / Construction Permit from the City of Palm Springs Engineering Services Department. Customers and/or their contractors can apply at the Engineering Services counter in the Development Services building located behind City Hall and off of El Cielo Road. Public utility encroachment permits will be covered via the same application online at our self-service website, found at this hyperlink. Encroachment permits cover:
New Sidewalk, curb, gutter, driveway or repairs by owner due to Code Compliance notice. Sewer lateral installation or repair. Any construction work inside City Right-of-Way.FAILURE TO WORK WITHOUT A PERMIT CAN RESULT IN A DOUBLE FINE. PERMITS WILL NOT BE VALID UNLESS IT HAS BEEN APPROVED AND SIGNED BY THE ISSUER. CURRENT PERMIT FEE IS $823.96*.
THERE ARE NO FEES FOR SIDEWALK REPAIRS DUE TO A CODE COMPLIANCE NOTICE OR AS A PREEMPTIVE SIDEWALK REPAIR.
To pull an encroachment permit, we need the following information.
- Applicant (person liable for work)
- Project Address
- Requested dates & times
- Subcontractor (who is performing the work)
- Site Foreman (who will be onsite)
- Foreman cell phone
- Applicant Address
- Description of work
- Copy of valid City Business License
- Copy of valid State Contractor's License
- Copy of Certificate of Insurance naming the City of Palm Springs as additional insured.
- Traffic Control (as required by City Inspector)
The Counter/Permit Technician will need this information before a permit can be issued. Traffic control plans (if required) must be reviewed and approved by City Inspector before a permit will be issued. Staff will invoice the applicant using the self-service portal once all required items/information are received.
To pull an encroachment permit as an owner-builder, it will only be allowed when owner has the requisite contractor license(s) for the associated work. Otherwise, a subcontractor's information will be required along with their associated information, licenses & insurance (per requirements indicated above).
