REPORT OF THE POSTING OF AGENDA: The agenda for this meeting was posted for public review at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter in accordance with applicable law.
ACCEPTANCE OF THE AGENDA: The Historic Site Preservation Board will discuss the order of the agenda, may amend the order, note abstentions and request Consent Calendar items be removed from the consent calendar for discussion.
PUBLIC COMMENT: This time has been set aside for members of the public to address the Historic Site Preservation Board on agenda items and items of general interest within the subject matter jurisdiction of the Board. Although the Historic Site Preservation Board values your comments, pursuant to the Brown Act, it generally cannot take any action on items not listed on the posted agenda. There will be three (3) minutes assigned for each speaker. Testimony for Public Hearings will be taken at the time of the hearing.
1. CONSENT CALENDAR:
1.A. APPROVAL OF THE MINUTES: NOVEMBER 14, 2017 HSPB MEETING.
RECOMMENDATION: Approve the Historic Site Preservation Board Minutes of October 10, 2017 and November
14, 2017.
2. PUBLIC HEARINGS:
2.A. CONSIDERATION OF A RECOMMENDATION TO CITY COUNCIL FOR CLASS 1 HISTORIC SITE DESIGNATION OF THE STEVE MCQUEEN RESIDENCE LOCATED AT 2203 SOUTHRIDGE DRIVE, (APN 510-250-034) CASE HSPB #108. (FF)
RECOMMENDATION:
1. Open the public hearing and take testimony
2. Close the public hearing and adopt Resolution HSPB 108: “A RESOLUTION OF THE HISTORIC SITE PRESER- VATION BOARD OF THE CITY OF PALM SPRINGS, CALIFORNIA RECOMMENDING THAT THE CITY COUNCIL DESIGNATE THE PARCEL LOCATED AT 2203 SOUTHRIDGE DRIVE “THE STEVE MCQUEEN RESIDENCE” AS A CLASS 1 HISTORIC SITE.”
3. UNFINISHED BUSINESS: (none)
4. NEW BUSINESS:
4.A. CERTIFICATE OF APPROVAL REQUEST BY THE CITY OF PALM SPRINGS FOR LANDSCAPE REPLACEMENT AT THE FRANCES STEVENS SCHOOL, LOCATED AT 538 – 550 NORTH PALM CANYON DRIVE, ZONE O (OPEN LAND), CASE HSPB 7 (FF).
RECOMMENDATION: Provide input to staff and continue the item to the January 9, 2018 meeting.
4.B. SANDCLIFF HOMEOWNERS ASSOCIATION FOR APPROVAL OF CERTIFICATES OF APPROVAL FOR STANDARDIZED REPLACEMENT DOORS & WINDOWS AND CONSIDERATION OF WAIVER FOR SCREENING ROOFTOP MECHANICAL UNITS AT SANDCLIFF GARDEN VILLAS, LOCATED AT 1800 BARONA ROAD; HSPB 93 HD-5 (KL).
RECOMMENDATION: Approve as proposed.
4.C. MARK AND JANE GARRISON, OWNERS, FOR CLASS 1 HISTORIC SITE DESIGNATION FOR “THE BARRETT
RESIDENCE (AKA WILLIAM HOLDEN RESIDENCE” LOCATED AT 1323 DRIFTWOOD DRIVE; HSPB #110 (KL).
RECOMMENDATION: Receive the historic resources report dated November 2017 and direct staff to schedule site visits of the board and schedule a noticed public hearing to consider the application.
4.D. CONSIDERATION OF AN AMENDMENT TO THE CLASS 1 HISTORIC SITE DESIGNATION OF THE OASIS HOTEL TO INCORPORATE THE DINING HALL, COMMERCIAL STOREFRONT AND CASITA BUILDINGS DESIGNED BY MASTER ARCHITECT LLOYD WRIGHT; LOCATED AT 121, 211 AND 219 SOUTH PALM CANYON DRIVE; HSPB #10 AMND (KL).
RECOMMENDATION: Receive the historic resources report dated August 23, 2017 and related articles and direct staff to schedule site visits of the board and schedule a noticed public hearing of the Board to consider the amendment.
4.E. ADOPTION OF A RESOLUTION REQUESTING THAT THE CITY COUNCIL INITIATE AN AMENDMENT TO THE MUNICIPAL CODE RELATING TO THE DEMOLITION PERMIT PROCESS.
RECOMMENDATION: Adopt the resolution as proposed.
