Pursuant to Executive Order N-29-20, this meeting will be conducted by teleconference and there will be no in-person public access to the meeting location.

  • Public comment may also be submitted to cityclerk@palmspringsca.gov.  Transmittal prior to the meeting is required.  Any correspondence received during or after the meeting will be distributed to the Committee and retained for the official record.
  • Those who wish to provide public comments during the meeting may call Planning Services at (760) 323-8245 by no later than 5:00 p.m. on the day of the meeting to be added to the public comment queue. At the appropriate time, a staff member will invite you to provide your public testimony to the Board.
  • The meeting will be recorded and the audio file will be available from the Office of the City Clerk and will be posted on the City’s YouTube channel, as soon as practicable.

Pursuant to the Government Code Section 54957.5(b)(2) the designated office for inspection of public records in connection with the meeting is the Planning Department, City Hall, 3200 E. Tahquitz Canyon Way.  Complete Agenda Packets are available for public inspection at:  City Hall, Planning Department.  Agenda and staff reports are available on the City’s website:  www.palmspringsca.gov.  If you would like additional information on any item appearing on this agenda, please contact the Planning Department at (760) 323-8245.

CALL TO ORDER:

ROLL CALL:

REPORT OF THE POSTING OF AGENDA:  The agenda for this meeting was posted for public review at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 6:00 P.M. on Thursday, July 3, 2020 in accordance with applicable law.

ACCEPTANCE OF THE AGENDA:  The Historic Site Preservation Board will discuss the order of the agenda, may amend the order, note abstentions and request Consent Calendar items be removed from the consent calendar for discussion.

PUBLIC COMMENT:   This time has been set aside for members of the public to address the Historic Site Preservation Board on agenda items and items of general interest within the subject matter jurisdiction of the Board.  Although the Historic Site Preservation Board values your comments, pursuant to the Brown Act, it generally cannot take any action on items not listed on the posted agenda.  There will be three (3) minutes assigned for each speaker.  Testimony for Public Hearings will be taken at the time of the hearing.

1.       CONSENT CALENDAR:

1.A.    APPROVAL OF THE MINUTES:  MARCH 3, 2020 HSPB MEETING.

           RECOMMENDATION: Approve the Historic Site Preservation Board Minutes of March 3, 2020.

 

 2.       PUBLIC HEARINGS:

2.A.    THE CITY OF PALM SPRINGS FOR CLASS 1 HISTORIC SITE DESIGNATION OF THE LAS PALMAS LIQUOR STORE LOCATED AT 1595 NORTH PALM CANYON DRIVE, ZONE C-1, GENERAL PLAN:  MIXED USE / MULTI-USE, CASE HSPB #127 (APN #505-165-010), (KL).

           RECOMMENDATION:

           1.  Open the public hearing and take testimony.

           2.  Close the public hearing and adopt resolution #127, “A RESOLUTION OF THE HISTORIC SITE PRESERVATION BOARD OF THE CITY OF PALM SPRINGS, CALIFORNIA RECOMMENDING THAT THE CITY COUNCIL DESIGNATE “THE LAS PALMAS LIQUOR STORE” LOCATED AT 1595 NORTH PALM CANYON DRIVE AS A CLASS 1 HISTORIC SITE.”     

 

3.       UNFINISHED BUSINESS:

3.A.    CONSIDERATION OF A REQUEST BY THE HISTORIC SITE PRESERVATION BOARD FOR A HISTORIC RESOURCES REPORT EVALUATING A DEMOLITION REQUEST OF THE FORMER ARENAS LODGE, A CLASS 4 HISTORIC SITE, LOCATED AT 239 WEST ARENAS ROAD, A PART OF AN APPLICATION BY NEW CHURCH II, LLC, OWNER, FOR REDEVELOPMENT OF THE SITE AS PART OF THE ORCHID TREE INN, A MIXED-USE HOTEL PROJECT.  (CASE 5.1345 CUP, HSPB 23, HSPB 72 & 3.0678 MAJ).

          RECOMMENDATION: Take no further action and allow the demolition of the former Arenas Lodge located at 239 West Arenas Road as part of the subject redevelopment project.

 

4.       NEW BUSINESS:

4.A.   REVIEW OF PROPOSED TEXT AMENDMENTS TO MUNICIPAL CODE SECTION 8.05 “HISTORIC PRESERVATION”.  (FF)

          RECOMMENDATION:  Provide input to staff as appropriate.   

 

5.       DISCUSSIONS: 

5.A.    ANNUAL WORK PLAN - FY 20/21.

5.B.    CONFERENCE PLANNING – “YESTERDAY, TODAY, AND TOMORROW” (DB)
