Temporary Encroachment Permits

As of May 22, 2023, the city no longer accepts paper applications. All applications are submitted through the Palm Springs Online portal:

Any temporary encroachment within City public right-of-way by a refuse or trash bin for a small construction or landscaping projects, or a moving container or pod, placed in City street, must apply for a permit and can do so at the link above or at this hyperlink. Customers and/or their contractors can apply at the Engineering Services counter in the Development Services building located behind City Hall and off of El Cielo Road.

The permit fee to place moving pod/container within public right-of-way is $283.64* and is valid for 1 to 14 days (Up to 2 weeks).

 You can also apply online by clicking on the  Permit Application link above. The Counter Tech will need the following information to issue a permit. The Counter Tech will contact the applicant for payment via credit card or providing a mailed-in check in the amount of the permit made out to CITY OF PALM SPRINGS.
  • Applicant (property owner/responsible party)
  • Dates & Times to be requested
  • Applicant Address (for moving containers this may be out of town)
  • Description of work (Size of trash bin or moving container)
  • Project Address (Address with bin or pod will be located)
  • Subcontractor (Company providing bin or pod)
  • Site Foreman (property owner/responsible party)
  • Foreman cell phone
  • Traffic Control (Reflective tape or reflective safety cones in low light areas)

The trash bin or moving container cannot block an adjoining driveway or prevent the property owner from safely pulling out onto the street due to sight distance issues. The City Inspector will review the location and contact the applicant if he feels the location is inadequate or unsafe. The ultimate location may not be the most convenient for the applicant, but the safety of our citizens is our primary concern.

A trash bin/moving container encroachment permit is NOT REQUIRED, if:

  • The trash bin or moving container can be placed in the applicant's driveway or somewhere on their private property  and is not blocking the sidewalk.
  • The trash bin or moving container can be placed on a private street/parking lot inside a gated community with HOA approval. 

Home construction or remodeling projects that will require a large trash bin for a longer than a two week period should contact the Building and Safety Department. The bin should be included in the price of their building permit and must be located on the construction site, not in the public right-of-way.
