Pursuant to the Government Code Section 54957.5(b)(2) the designated office for inspection of public records in connection with the meeting is the Planning Department, City Hall, 3200 E. REPORT OF THE POSTING OF AGENDA:  The agenda for this meeting was posted for public review at the City Hall bulletin board (west side of Council Chamber) and the Planning Department counter by 6:00 P.M. on Thursday, April 4, 2019 in accordance with applicable law. 

ACCEPTANCE OF THE AGENDA:  The Historic Site Preservation Board will discuss the order of the agenda, may amend the order, note abstentions and request Consent Calendar items be removed from the consent calendar for discussion. 

PUBLIC COMMENT:   This time has been set aside for members of the public to address the Historic Site Preservation Board on agenda items and items of general interest within the subject matter jurisdiction of the Board.  Although the Historic Site Preservation Board values your comments, pursuant to the Brown Act, it generally cannot take any action on items not listed on the posted agenda.  There will be three (3) minutes assigned for each speaker.  Testimony for Public Hearings will be taken at the time of the hearing.

1.       CONSENT CALENDAR:

           1.A.    APPROVAL OF THE MINUTES:  MARCH 12, 2019 HSPB MEETING.

                      RECOMMENDATION: Approve the Historic Site Preservation Board Minutes of March 12, 2019.

 2.       PUBLIC HEARINGS: 

           2.A.    THE PALM SPRINGS PRESERVATION FOUNDATION (“PSPF”) REQUESTING CLASS 1 HISTORIC RESOURCE DESIGNATION FOR “INSPIRATION POINT” (AKA “THE PROMONTORY”) LOCATED AT THE WESTERN TERMINUS OF WEST CHINO DRIVE, CASE HSPB #115. (APN’S 513-070-006 AND 505-312-007), ZONE “O” AND R-1-A, (KL). 

           RECOMMENDATION:

           1.  Open the public hearing and take testimony.

           2.  Close the public hearing and adopt Resolution HSPB #115:  “A RESOLUTION OF THE HISTORIC SITE PRESERVATION BOARD OF THE CITY OF PALM SPRINGS, CALIFORNIA RECOMMENDING THAT THE CITY COUNCIL DESIGNATE “INSPIRATION POINT” (AKA “THE PROMONTORY”) LOCATED AT THE WESTERN TERMINUS OF WEST CHINO DRIVE, AS CLASS 1 HISTORIC RESOURCE HSPB #115, SUBJECT TO CONDITIONS. (APN’S 513-070-006 AND 505-312-007),”

           2.B.    THE PALM SPRINGS PRESERVATION FOUNDATION (“PSPF”) REQUESTING CLASS 1 HISTORIC RESOURCE DESIGNATION OF “THE AVERY FIELD CABIN RUINS” LOCATED ON A 1.56-ACRE PARCEL AT THE WESTERN TERMINUS OF SANTA ROSA DRIVE, CASE HSPB #114   (KL).

           RECOMMENDATION:

           1.  Open the public hearing and take testimony.

           2.  Close the public hearing and adopt Resolution HSPB #114:    “A RESOLUTION OF THE HISTORIC SITE PRESERVATION BOARD OF THE CITY OF PALM SPRINGS, CALIFORNIA RECOMMENDING THAT THE CITY COUNCIL DESIGNATE “THE AVERY FIELD CABIN RUINS LOCATED AT THE WESTERN TERMINUS OF SANTA ROSA DRIVE, AS CLASS 1 HISTORIC RESOURCE HSPB #114, SUBJECT TO CONDITIONS. (APN# 513-193-001)”

4.       NEW BUSINESS:

           4.A.    CLARK PELLETT AND ROBERT KOHL REPRESENTING THE PSP1000 TRUST, OWNER, REQUESTING APPROVAL TO DEMOLISH A CLASS 3 HISTORIC SITE LOCATED AT 561 CAMINO NORTE, CASE 3.4088 MAA, ZONE R-1-A, (KL).

           RECOMMENDATION:  Take no further action and refer the application to the Director of Planning Services for further administrative processing to issue a demolition permit. 

           4.B.    STEVE BOUWMAN AND MICHAEL SILVAGGI, OWNERS, REQUESTING APPROVAL TO DEMOLISH A CLASS 4 HISTORIC SITE AT 863 NORTH AVENIDA PALOS VERDES, CASE 3.1421 MAA, ZONE R-1-B, APN 507-162-002-7, (KL).

            RECOMMENDATION:  Take no further action and refer the application to the Director of Planning Services for further administrative processing to issue a demolition permit.

             4.D.    STEVEN G. BIGLEY, FOR THE BIGLEY FAMILY TRUST, OWNER  REQUESTING APPROVAL TO DEMOLISH A CLASS 4 HISTORIC SITE LOCATED AT 111 EAST PALO VERDE AVENUE, 1100 & 1146 SOUTH PALM CANYON DRIVE, CASE 3.2161 MAA, ZONE C-1, (KL).

             RECOMMENDATION:  Take no further action and refer the application to the Director of Planning Services for further administrative processing to issue a demolition permit.
